Global IP Champion: Ivo Gagliuffi

As Peru’s burgeoning economy continues to grow, intellectual property (IP) protections are increasingly important. Peace of mind for investors and inventors will allow the country to flourish in both creative and business fields. This protected growth is thanks, in part, to Ivo Gagliuffi, a pioneer in the field of Peruvian IP protections who has supported innovators and promoted economic growth in the country for decades. His continued focus on IP protections throughout his career is why the U.S. Chamber of Commerce Global Innovation Policy Center has chosen Ivo Gagliuffi as one of our 2019 Global IP Champions.
Gagliuffi currently serves as President of the National Institute for the Defense of Free Competition and the Protection of Intellectual Property (Indecopi), a public agency operating alongside the office of the Peruvian Prime Minister. Under Gagliuffi’s leadership, the agency has fostered a competitive business atmosphere in Peru through more effective IP policy.
In addition to traditional methods of IP enforcement, the agency is actively working to emphasize the importance of IP protections in a variety of new ways. Most recently, Indecopi held a seminar at the Lima Film Festival that stressed the importance of protecting creators of audiovisual works through a strong IP framework. The agency also hosted an event with students from the Netherlands showcasing Indecopi’s gender equality initiatives, highlighting the agency’s programs that increase access to financing opportunities for women in vulnerable communities. Beyond these initiatives, Indecopi aims to file 800 national patent applications this year, a figure that would set the country on par with other regional IP leaders like Colombia, Chile, and Mexico.
Gagliuffi had a strong track record in IP defense before joining Indecopi. With a law degree from the University of Lima and a postgraduate degree in corporate law from the University of Salamanca in Spain, Gagliuffi spent part of his career working in some of the top law firms in Peru that specialize in the protection of consumer rights, advertising law, and international trade law. In recent years, Gagliuffi has earned a number of professional recognitions including status as one of the top five lawyers in his home country.
Gagliuffi’s commitment to intellectual property rights guided him throughout his career. And with him at the helm, Indecopi will continue to pioneer IP protection and strong economic growth in Peru. IP leaders and officials from around the world should take a page from Gagliuffi’s book as they look to develop innovative initiatives that promote IP protections and encourage economic growth.
The IP Champions awards, presented by the Global Innovation Policy Center, recognize leading innovators, creators, and the policymakers who support their work. Since 2013, the awards have been presented annually to honorees from around the world at a ceremony hosted by the GIPC in Washington, DC.
